1、赛场主席宣布比赛开始，介绍评委、参赛队员和比赛规则。参赛队按一 辩→四辩进行自我介绍。由正方开始，限时 1 分钟。 2、陈词阶段（共 6 分钟）。各方观点陈述，时间各 3 分钟。由一辩一次性 完成，按正→反顺序进行。时间用完，发言即终止。 3、一对一攻辩阶段（共 8 分钟）。由正方二辩选择反方二辩或三辩进行一对一攻 辩， 再由反方二辩选择正方二辩或三辩进行一对一攻辩， 正方三辩选择反方二辩或 三辩，反方三辩选择正方二辩或三辩。每阶段限时 2 分钟，若时间未用完可继续。 4、自由辩论（共 14 分钟）。双方展开自由辩论，由正方发起，正反方轮流发言。 每位辩手在此期间至少发言一次， 每次发言次数、 时间及每方四位辩手的发言次序 均无限制。 每方发言时间各 7 分钟。

5、总结陈词阶段（共 8 分钟）。双方四辩进行总结陈词，时间各 4 分钟, 由反方先开始。发言时间用尽时，辩手须立即终止发言。
