PURPOSE The purpose of this procedure is to ensure that movement of vehicles/equipment to and from and on the Work Site is adequately controlled and that training and tools and equipment is in place to minimize accidents, and in case accidents happen they are properly managed.
2. SCOPE This procedure applies to all project related vehicle/equipment movements within Work Site and on third party public roads. Subcontractors are required to develop their own similar procedure, compatible with this procedure and COMPANY policy.

4. 4.1
RESPONSIBILITIES Site Manager
Site Manager is responsible for the implementation of this procedure.
He is responsible for ensuring that any reported road accident is appropriately acted upon and the recommendations stated in any Accident Report are duly taken.
He is responsible to ensure that traffic surveys are performed in order to establish peak travel times, restrictions etc caused by other traffic.
4.2
Drivers/Operators
Drivers are any person who undertakes to control a vehicle/equipment on behalf of the CONTRACTOR or subcontractor either directly or under the terms of SUBCONTRACT. The driver is responsible for adhering to the requirements of this procedure and all COMPANY traffic and transport policies and taking all such actions necessary to ensure the safety of the vehicle/equipment, contents, passengers and third parties.

PROCEDURE Drivers/operators Capabilities
The CONTRACTOR views drivers, regardless of whether employed by the CONTRACTOR or Subcontractors, as performing an important job.
The CONTRACTOR/Subcontractors shall therefore only use individuals who are licensed, qualified, responsible, capable, willing and able to fulfill this role.
Drivers must be aware of and comply with all applicable procedures established by the CONTRACTOR including but not limited to all documents listed within this document. All drivers must be in possession of the following: -
Current valid Qatar driving license for the class of vehicle he is driving. It is the duty of the
driver to ensure that his license is duly renewed. Project Drivers Badge issued by CONTRACTOR following completion of the project
Defensive Driving course. A yearly medical report from a qualified doctor, licensed in Qatar, certifying the driver’s
fitness to drive or operate in respect of eyesight and blood pressure. (for drivers of heavy vehicle/equipment and mass transit vehicles, (buses), only). CONTRACTOR medical department shall follow this requirement.
5.2 Training
It is Subcontractors’ responsibility to ensure that any driver employed is trained to be fully
competent to fulfill the responsibilities placed upon him Subcontractors shall keep records of all drivers training and these shall be made available
if requested by the CONTRACTOR. Before submitting a driver for attendance at the Project Defensive Driving Course, (DDC),
each subcontractor shall conduct a rigorous practical test of his capabilities. Only if the driver is shown to be capable shall he be allowed to undertake the DDC. Subcontractor shall maintain records of all such practical tests. (Result of the practical test shall accompany the request from the subcontractor for a project driving permit.) If the driver successfully passes the DDC he will be issued with a drivers badge by the
CONTRACTOR, this must be worn at all times when working on the project and produced for examination on request, see Attachment -2. This badge is valid for the duration of the QGII project, provided that the driver is in possession of a valid Qatari Driving licence.
5.3 Drug and Alcohol Policy
Subcontractors shall ensure that all his employees adhere to the CONTRACTOR Drug and Alcohol policy as stated in the Project HSE Plan. Failure in this regard shall be considered by the CONTRACTOR as a serious non-conformance and may result in removal of the employee from the project.
All drivers of heavy equipment, including crane operators, and bus drivers will be required to submit to a drug and alcohol test as part of their pre-employment medical.

: C1 ROAD TRANSPORTATION MANAGEMENT QCS/50/00/SA/PC/NA/120 Page 5 of 9 All drivers shall be required to submit to a drug and alcohol test in the event of a road traffic accident, regardless of fault. In the absence of a local authority test, CONTRACTOR shall administer the test.
5.4
Incident Reporting
All vehicle incidents shall be reported immediately to CONTRACTOR SHES Manager as well as the Qatar Authorities. CONTRACTOR HSE Manager shall immediately notify COMPANY. All road accidents shall be investigated by Site SHES Manager in accordance with the CTJV procedure, Incident Investigation and Reporting.
5.5
Audit
CTJV Site SHES Manager (or nominated representative) shall audit the road transport management procedure at least every 6 months to ensure compliance.
5.6
Bus Control
All subcontractors shall supply transport for their workers to and from site.
All buses traveling to and from their origin / destination shall travel in convoy, there shall be no overtaking, all vehicles shall travel at the same speed maintaining a separation of 35 to 40m. The route shall be planned in advance in consultation with RLIC if necessary. All buses shall include a conductor/drivers assistant to ensure proper passenger control, these staff shall be clearly identified, by use of colored jacket or similar. Their duties shall include ensuring all passengers enter and exit the vehicles in an orderly manner and that busses do not travel with more passengers than there are seats.
Transport of passengers from the different subcontractors, to avoid conflict and excessive road congestion shall be the subject of coordination involving CONTRACTOR, RLIC and
subcontractors. This shall include designation of routes and where necessary staggered timing of convoys.
All bus drivers shall wear a seat belt at all times that the vehicle is in motion.
6.
INSTRUCTIONS TO DRIVERS/OPERATORS
Carry out Vehicle/equipment Daily Check prior to commencement of work. (Attachment-1)
Should he notice any defects he must immediately report these to his supervisor, if in his opinion the defect results in the vehicle being unsafe to use the vehicle is not to be operated until the defects are corrected. (such defects will include, but not limited to: worn tyres ; damaged braking system; damaged lights, including indicators; oil leaks) Road courtesy is of paramount importance. Avoid heavy acceleration and braking. Compliance with speed limits is required.
Avoid leaving the engine idling longer than absolutely necessary.

Think ahead; drive defensively.
Particular care should be taken when the roads are wet or covered with rain, dews and/or
sand, during foggy weather, or when roads are particularly busy. Vehicles must never be overloaded, passengers shall only be carried if there is a seat
available for them. No standing passengers are allowed under any circumstances. Drivers of passenger vehicles are responsible to ensure all passengers fasten their seat
belts prior to departure and continue to wear them when the vehicle is in motion. Drivers are responsible to ensure that all loads are secured before starting any journey,
load binders should be secured every 3m of load length. When transporting pipes, trucks shall be fitted with stanchions to retain the load as well as securing the pipes using wedges and binders. Equipment operators will ensure persons are clear of the vehicle, and check that under the vehicle is clear before moving the equipment.
6.1 Health & Safety
It is the duty of the driver to take reasonable care for the health and safety of himself and
other persons who may be affected by his acts or omissions. It is the duty of the driver not to interfere with or misuse, intentionally or recklessly, any items of equipment of a vehicle, which are provided in the interests of health and safety.
6.2 Rules of the Road
Seat belts shall be provided and used by drivers, operators and passengers of all vehicles. When reversing the vehicle, assisting directions must be given from outside the vehicle,
by clear and distinct signals. Vehicle lights must be switched on at all times when moving on Site.
Drivers must allow sufficient space between their vehicle and other road users. Drivers shall ensure that all road signs are adhered to.
Vehicles must always be under complete control and driven in accordance with all
National and RLIC traffic regulations in addition to others imposed by the project. Automatic reverse alarms shall be installed on all heavy equipment.
6.3 Speed Limit
The maximum speed limit on the Work Site is 20 km/h, however drivers shall reduce their
speed to suit the prevailing road and weather conditions. Signs shall be posted to show the maximum speed limit and to identify road works, diversions etc.
6.4 Parking
Vehicles shall only be parked in allocated parking areas. Heavy Goods Vehicles shall not be parked in residential areas.

Ensure that the vehicle when not being driven is either parked in a safe place or is
supervised by the driver himself or a competent person. Where possible the vehicle should be pulled completely off the road. Before the driver leaves the vehicle for whatever reason, he should render it and the load,
as safe as is reasonably practicable, against theft or interference. Parking brakes shall be applied whilst loading, discharging or parking the vehicle. Unless parked in a designated parking area all vehicles shall be left with the keys in the
ignition when left on the construction site. Before setting off on a journey drivers and operators of heavy equipment shall check
under the vehicle for people who may be resting before starting the engine.
6.5
Personal Protective Equipment
Vehicle drivers whilst on duty must wear the proper clothing to work including safety
shoes. Safety helmets and safety glasses must be carried in the vehicle with drivers who are
entering the work Site in case the driver has to leave the vehicle.
6.6 Tools/Equipment
The vehicle must be equipped with the following.
A 10 Kg dry chemical fire extinguisher One high visibility jacket
A means of communication, (radio or telephone)
A spare tire, including necessary tools for changing the tyre A set of tools for simple repairs Warning triangle.
For re-fuelling trucks a spill containment kit comprising as a minimum, 2 heavy duty
polythene sacks, a shovel, absorbent pads and granules as well as a pair of impermeable rubber gloves. Drinking water, (1 liter minimum).
6.7
Tire Type
For journey in the desert vehicles shall be furnished with dirt tires.
Tires shall be replaced when the tread depth is reduced to less than 2mm, or when there are cuts in the side wall or if chunks are missing from them.
6.8 Fire Extinguishers
The vehicle must be equipped with a 10 Kg dry chemical serviceable fire extinguisher. The extinguisher must show date of the last monthly inspection by the subcontractor
designated person.

The drivers must be trained in how to operate the extinguisher.
If for any reason a fire extinguisher has been discharged, it must be refilled or replaced
before the vehicle leaves site.
Unauthorized Passengers or Loads
Drivers are not allowed to carry persons, loads or animals on the vehicles uness
authorized to do so by their supervisor. Under no circumstances must a vehicle be moved with a person standing on the loading
bed or any other part of the vehicle.
6.10 Smoking, Naked Lights etc.
Refueling tanker drivers must not carry matches or lighters while being on duty/performing their work.
Smoking inside the cabin of the vehicle/equipment is not allowed.
6.11 Refueling
Serious fires have been caused during the discharge of motor gasoline because of open
fires, naked lights and electric heaters, therefore on no account must naked lights be allowed near vehicles while refueling. The use of mobile phones is prohibited during re-fuelling. Loading and unloading of highly flammable (e.g. motor gasoline) should not take place
during a thunderstorm. While loading fuel bowsers the loading line and bowser must be connected to an earthing
point to prevent the build up of static electricity. When filling fuel cans, these shall be placed on the ground during filling. Engines shall be switched off during refueling.
6.12
Emergency procedures
In the event of an emergency (e.g. traffic accident), the driver’s first responsibility, after
rendering his vehicle as safe as possible under the circumstances, including turning off the ignition and placing warning triangles to alert other vehicles, is to arrange that the local emergency services, including the police are alerted and that assistance is given to any person who is in immediate danger or who has suffered an injury. All vehicles shall carry the emergency contact numbers for RLIC, (474 8888), Police,
(999). Further action by the driver to tackle a fire or contain a spillage should be undertaken only
if it is considered safe to do so, having regard to the circumstances of the emergency, the nature of the load and the emergency equipment available on the vehicle. The Site SHES Manager must be advised as soon as possible and given particulars of
the incident. He is responsible to notify COMPANY and to verify that Qatar police have been notified.

6.13
An Accident Report must be completed on the same day as the incident occurs, in
accordance with CONTRACTOR and COMPANY procedures.
Breakdowns
In the event of a breakdown, the driver must contact his company and request them to
provide immediate assistance. In such cases, the driver must stay with his vehicle where it is safe to do so, place hazard
warning triangles to warn others of any possible hazards and to be available when the breakdown or emergency service arrives. Road Closures
No project road shall be closed until CTJV SHES Manager has reviewed and concurred with the alternate routing and agreed an update to the road closure plot plan. CTJV SHES department shall issue a notification to project personnel and emergency services at least 24 hours before the anticipated road closure. The subcontractor requiring the road closure is responsible for ensuring that an alternate by-pass road is provided as necessary to ensure main thoroughfares are maintained accessible.
6.14
6.15
Traffic Signs and Flagmen
All road traffic signs shall meet international standards relating to size, colour, positioning and content. Trained flagmen will be used when necessary to safely slow down vehicles and to divert traffic.
