three is to implement the provisions of the central eight carry out inspections, to change the style, ningxinjuli, for the construction of a world-class clean energy group provide strong guarantee as the theme to carry out special topic for discussion.5555555555555555555555555555555555555555555555555555555555555走访活动开展情况纳入年终镇村目标管理考评，实行量化管理，严格考核。对工作不到位的进行督促整改，并予以通报。同时，完善民情日记分级调阅制度，镇党政班子领导和村书记、主任的民情日记由镇党委书记、镇长调阅；镇科级干部和一般干部的民情日记由各工作组组长调阅；村一般干部的民情日记由本村书记调阅，镇纪委进行督查。对作风优良、业绩突出、群众欢迎的干部予以通报表彰；对因作风不端正、工作不落实、违反工作纪律造成不良影响和严重后果的干部，从严查处。 刚才，XX汇报了一季度经济运行情况；其它30多个市直单位、个县市区印发了书面材料，大家对形势的分析都比较理性、客观，对做好下阶段的工作信心较足、措施具体；几位市领导结合分管工作，谈了很好的意见；等会，易书记还将作重要讲话，大家务必认真领会精神，切实抓好落实。下面，我讲两个方面的意见。一、分析一季度的经济形势，我们既要看到差距，更要坚定信心，理性看待新常态下的新变化今年以来，面对持续加大的经济下行压力，全市上下认真贯彻落实中、省、市各项决策部署，坚持稳中求进总基调，积极应对、主动作为，取得了较好成效。一季度，全市地区生产总值增长8.6%；固定资产投资增长25.2%；规模工业增加值增长9%；社会消费品零售总额增长12.1%。经济运行主要呈现以下几个方面的新特点。（一）虽然经济增速下降，但发展活力增强。一季度，全市GDP增幅同比回落1.8个百分点，比年度计划增速低1.4个百分点，比全省高0.2个百分点；规模工业同比回落3.4个百分点，比年度计划增速低2.5个百分点，比全省高个百分点；社会消费品零售总额增幅同比回落0.5个百分点，比年度计划增速低0.9个百分点，与全省增幅持平。虽然经济增速下降，但得益于去年以来商事登记、三证合一等改革措施的落实，发展活力不断增强。这从新增市场主体、新增银行贷款和民间投资增速可以得到体现。一季度，全市新登记企业1102家，在去年井喷式增长的基础上，继续保持较快增长势头，注册资本增幅达35.2%；金融机构新增贷款增长124.2%；民间投资同比增长36.7%，占全市投资比重达77.9%。（二）虽然企业经营困难，但产业转型加快。随着国家实施债贷双控政策、清理融资平台、严控地方债风险和房地产债务风险，对资金面产生明显制约。一季度，全市在建项目到位资金增幅比全市投资增幅低3.5个百分点；月份，全市有110家规模以上工业企业停产，占全市规模以上工业企业的10%；受价格下滑等因素影响，一季度全市采矿业实现利润同比下降27.8%，有色行业企业经营普遍困难。但是，在企业经营困难的同时，产业转型步伐进一步加快。一季度，全市规模以上高加工度工业增加值增长12%，高技术工业增加值增长20%，增幅分别比规模以上工业高个和11个百分点；万元规模工业增加值能耗同比下降9.6%；第三产业增加值占GDP比重同比提高0.7个百分点，达到39.1%，对GDP增长的贡献率达43.9%，同比提高2.7个百分点，拉动经济增长3.8个百分点（三）虽然外贸增长平缓，但内需增势较强。一季度，全市外贸进出口总额同比仅增长1.2%。在外贸增长平缓的同时，内需却增势强劲。从投资看，一季度，全市固定资产投资同比增长25.2%，增幅同比提高0.4个百分点，比年度计划目标高个百分点。房地产开发投资增速高于全市投资增速10.8个百分点，比去年同期提高24个百分点；商品房屋施工面积、土地购置面积同比分别增长28%和160.8%。从消费看，一季度，全市社会消费品零售总额增幅比全国高1.5个百分点。特别是，新消费业态继续扩张，电子商务蓬勃发展，带动快递等相关行业快速增长，为电商直接服务的快递业务总量同比增长34.3%。　　（四）虽然财政收入减少，但税收占比提升。一季度，全市一般公共预算收入同比下降8.2%，增幅同比回落21.2个百分点；地方财政收入同比下降10.7%，增幅同比回落27个百分点。究其原因，有政策性减收因素，也有经济下行带来的影响。但从财政收入质量看，一季度，全市全部税收收入占一般公共预算收入比重提高3.6个百分点，其中地方税收收入占地方财政收入比重提高2.5个百分点。　　这些特点和变化表明，我市经济结构正在发生积极变化，质量趋好，结构趋优，后劲增强。我们要坚定信心、迎难而上，扎实推进各项工作，确保经济持续平稳健康发展。　　二、推进下阶段的经济工作，我们既要盯紧目标，更要精准发力，努力实现双过半　　按照市委经济工作会议和市四届人大四次会议确定的目标，今年全市地区生产总值要增长10%以上，公共财政收入和地方财政收入要增长10%以上，固定资产投资要增长22%；规模工业增加值要增长11.5%；社会消费品零售总额要增长13%。对这些发展目标，各级各部门必须紧盯不放，以抓铁有痕、踏石留印的作风，精准发力，狠抓落实，确保目标实现。当前，重点要围绕双过半，突出抓好五个方面的工作。　　（一）扎实推进项目建设，扩大有效投资。要围绕做大做强优势产业和构筑交通、能源、信息、水利四网，以推进五大提质和新三创为抓手，按照前期促开工、建设促竣工、投产促增效的要求，扎实推进重大项目建设，努力扩大有效投资。要全力抓好中昆总部经济、中烟郴州烟厂和湖南烟叶复烤场技改扩规、三十六湾综合治理、东江湖保护等在建项目跟踪调度，密切协调配合，强化工作落实，切实解决征地拆迁、资金筹措、施工环境等方面存在的问题，严格按照时间节点，倒排工期，抢抓进度，确保每个月都有一批项目竣工。对纳入新建项目计划，但暂不具备开工条件的项目，必须加快办理前期手续，抓紧把设计、拆迁、融资、手续办理到位，抓紧做好莽山水库等重大项目的开工准备，确保每个月都有一批重大项目开工。要继续做好郴州机场、靖永郴赣铁路等重大项目前期工作。发改、国土、财政、金融等部门要开辟绿色通道，在审批、土地、资金等方面，优先给予保障。尤其要着力解决资金瓶颈问题，通过争取上级资金支持，以及搭建银企合作平台、引进战略投资、推动发行企业债券等方式，为项目建设提供资金保障。要发挥政府投资四两拨千斤的作用，积极运用多种有效模式，撬动社会资本加快项目建设。要抓紧谋划储备一批重大项目，各地各部门尤其是发改部门要对接国家投资战略，密切关注、深入研究国家投资政策最新动向，争取相关项目落地。同时，要抢抓一带一路、长江经济带建设等国家战略机遇，结合十三五规划编制，抓紧谋划申报一批重大项目。要着力引进一批重大项目。各县市区、市直相关单位要抓紧各类招商引资活动，力争引进一批科技含量高，带动就业强的大项目好项目。要突出招商引资的方向性和成功率，着力抓好签约项目的跟踪落实。　　（二）着力抓好企业帮扶，提振实体经济。突出经济建设主战场，突出发展实体经济，以工业为重点，以园区为主阵地，着力推进园区经济特别是主导产业、骨干企业的发展，更好地发挥园区在稳增长中的主体作用。围绕全省创新创业园区“135”工程，全力抓好创新创业园区“1655”工作计划实施，在优化政府服务中支持大众创业、万众创新。要认真落实各项优惠扶持政策，完善企业帮扶工作机制，严格落实领导和部门的帮扶责任，大力开展企业帮扶活动，坚持问题导向，坚持因企施策，实打实地为企业在要素供给、政策落实、环境优化等方面解决实际问题，确保企业平稳运行，推进工业生产持续稳定发展。严格清理规范涉企收费，帮助企业降低成本。大力推进银企对接合作，实行政府性资金存款与金融机构纳税、中小企业贷款发放情况挂钩，进一步调动金融机构支持地方经济发展的积极性；大力推进企业上市，扩大直接融资规模，促进企业提质升级。要围绕促进农村新型经营主体做大做强，着力帮扶解决土地流转、农资供应、农技服务、生产资金和市场流通等方面的困难和问题，推进现代农业发展。　　（三）培育壮大新兴产业，谋求多点支撑。以十大新增长点为重点，扎实开展产业建设突破年活动，全面推进创新创业，加强科技、管理、市场、产品、商业模式等创新，加速培育和壮大新的增长点。当前，重点是举全市之力办好第三届矿博会，加快发展宝石产业和会展经济，提升对外开放水平。要像抓工业化和城镇化那样抓旅游，在现有吃、住、行、游、购、娱旅游六要素基础上，围绕商、养、学、闲、情、奇旅游新六要素，创新旅游发展体制机制，加强旅游项目建设和整体营销，研究建立旅游发展目标考核机制，推动旅游文化产业的大发展大提升。同时，要精心筹办好2016年中国（湖南）红色旅游文化节和中国（郴州）国际休闲旅游文化节，以节促项目、以节促营销、以节创品牌。要认真落实中、省相关政策，促进房地产业持续稳定发展。要积极发展电子商务，扶持本土电商企业做大做强，拓展新型消费模式。要大力推进新型城镇化，在城乡统筹发展中发现和培育新兴产业，特别是结合规范农村建房，积极推进农村住宅产业化。　　（四）全面深化改革开放，激发市场活力。要认真落实中央、省、市关于简政放权的各项改革举措，以实施三清单一目录为重点，进一步深化行政审批、商事登记制度、三证合一登记管理等各项改革，加快转变政府职能，不断激发非公有制经济活力和创造力，为掀起大众创业、万众创业新浪潮搭好平台。突出抓好财税体制、投融资、农村金融、国企国资、公共资源交易管理、人力资源市场等各项经济体制改革，破解资源要素等制约发展的瓶颈问题，切实增强经济发展后劲和抗风险能力。扎实推进湘南承接产业转移示范区建设，实质性推动湘粤开放合作试验区建设。加大罗霄山片区区域合作力度，积极探索与海西经济区、东盟自由贸易区开放对接，重点推动交通互联互通，引导企业走出去、请进来，构建对外开放新通道。创新招商引资理念和方式，突出引进大企业、创新型企业和大项目、科技创新项目，加强招商项目跟踪服务，促进签约项目履约落地，进一步提高招商引资实效。　　（五）抓实民生100工程，强化民生保障。认真组织实施民生100工程项目，全面落实创业就业、社会保障、义务教育、医疗卫生等各项民生政策和农村安全饮水、两房两棚”“两供两治等各项民生工程项目，推动民生大提质。以罗霄山片区县为重点，继续实施精准扶贫，进一步加大精准扶贫、驻村帮扶、金融扶贫试点工作力度，积极创新扶贫机制，切实加快脱贫致富奔小康步伐。通过民生大提质，不断增加城乡居民收入，为扩大消费需求奠定基础。扎实开展安全生产十大战役攻坚活动，确保安全生产形势持续稳定好转。把良好的生态环境作为重大民生事业，更加重视生态建设和环境保护，扎实推进省政府湘江流域保护和治理一号重点工程。扎实做好防汛抗旱准备工作，对各类水利设施、尾砂库、地质灾害易发点组织开展安全隐患排查和整改，确保安全度汛。　　同志们，实现双过半目标的时间非常紧迫、任务非常艰巨。大家一定要对照目标找差距，以抓落实为工作导向，精准施策、精准发力，努力实现双过半，为圆满实现全年目标奠定基础。
